I really wish Composer had a simple means for handling stems in both directions on a shared/single pitch.
You can have notes with a double-stem- but you do have to add each note...

You can only add staves for the entire score, BUT you can use the Staff/Hide Resting Staves option so that those staves only show when they hold notes.
