This is actually a "move note pitches" thing.
  1. Click on the Staff Select button for the bass staff
  2. Click the Notes,Rests tab and then the "Notes" button (quickest way to select all the notes in the bass staff)
  3. Now hold the "P" key on your keyboard and press the "Page Down" button at the same time - this will shift all the notes down an octave. (using the Up/Down arrow key will change the selected note(s) a half step at a time)

Yes, because that is a "score" type command, and applies to the entire song, or a selected region of measures. Perhaps it should read "change concert pitch" - would that have been clearer?

And after you move the bass notes down an octave (to their proper heard pitches, I'm presuming) you can then use Staff/Transpose to instrument keys to have it properly display like a bass player (like myself ) would read it.
