Sequence of Final Notation Touches

I have made page layout changes, number of measures per stave, etc., before I was finished with the final touches, i.e., putting in slurs. I have found that with the layout locks in place, there are some end-of-stave phrases where I cannot carry a slur over into the next stave. Without the layout locks, I can increase/decrease the score/font size to make it easier to put the slurs in for this situation.
