Hi, Eddie:

Use Shift-left arrow rather than D-right arrow.

D-right arrow increase the duration but leaves the note in its original place; Shift-arrow moves the note.

Move the note with Shift-left arrow to occupy the space of the current 16th rest.

Then use D-right arrow to increase the duration or select all the 16th notes you wish to change the duration of and press "8" to change them all to 8th notes.
